asked the Secretary of State for the Environment if he will send out a circular to local authorities requesting them to undertake a review of their housing lists.

For local authorities to keep themselves continually informed of the housing needs of their areas requires something more than simply reviewing housing waiting lists. Circulars have stressed that local authorities should adopt a positive approach in seeking out housing need, particularly in relation to special groups, such as the elderly and the disabled. I am now considering the preparation of advice and guidelines for local authorities which will, with other current Government initiatives, help them to mount a more effective and comprehensive attack on both housing and related social problems, so that housing and urban renewal policies will take account of the need of their citizens and communities more sensitively than hitherto.
