asked the Secretary of State for Scotland what is his policy on the setting up of community councils.

Under the provisions of Part IV of the Local Government (Scotland) Act 1973, it is for district and islands councils to put forward proposals for my approval, but I strongly advise them, before doing so, to take account of the memorandum of guidance on the setting up of community councils which I intend to publish towards the end of this year. This will stress the importance of the widest possible consultation and of selecting an area and constitution for each council which will best suit the needs of the community in each case.
