§ Mr. Denis HowellThe programme of action of the European Communities on the Environment, which was agreed in July 1973, listed a wide range of proposed action to reduce pollution and nuisances. Detailed studies of many of these are in progress and several proposals for Community action are now before the Council of Ministers.
