asked the Secretary of State for the Environment what plans he has under consideration to cope with the volume of traffic reaching the Merseyside conurbation via the East Lancashire Road; and if he will make a statement regarding completion of a road system for the city of Liverpool.

Plans to deal with traffic reaching the Merseyside conurbation via the East Lancashire Road (A580) are a matter for the Merseyside Metropolitan County Council. The road system of the city of Liverpool is also that council's responsibility. I am currently awaiting the submission of the council's first transport policy and programme.
