§ Mr. Loveridgeasked the Secretary of State for the Environment if he will introduce legislation to amend the General Rate Act 1967 to ensure that magistrates do not issue warrants of arrest in cases of non-payment of rates unless a prior summons to attend court has been served personally on the defendant or has been delivered by recorded delivery to the defendant's home address, since the serving of summons by means of the ordinary post is no longer sufficiently reliable.
