Mr. Redmond

asked the Secretary of State for the Home Department whether, in view of the economic loss resulting from traffic delays in London during large-scale processions of workers demanding improved conditions, he will consult with the Metropolitan Police with a view to ensuring that, in future, such processions proceed either in single file or two abreast so as to leave the remainder of the streets free for the circulation of traffic.

It would not be practicable to try to restrict a march of several thousand people in this way. The police seek to maintain the flow of traffic by keeping marchers as close as possible to the kerb, but if this cannot be done they implement pre-planned traffic diversions to minimise the effects.
