asked the Secretary of State for Foreign and Commonwealth Affairs if he will give a progress report upon the Law of the Sea Conference which began on 20th June in Caracas.

The conference, which is still at an early stage, has made a good start. On 27th June it adopted its rules of procedure without having recourse to voting. This is an encouraging indication of its intention to proceed by consensus. A number of leaders of delegations have made general statements. I addressed the conference on 4th July, when I outlined the Government's general approach to the conference and our policies on specific issues. I am placing a copy of my speech in the Library.
