Q30. Mr. Edelman

asked the Prime Minister what is the rule governing contemporaneous or prospective payments from private or public sources to full-time or part-time ministerial advisers at present being paid by the Treasury.

The Prime Minister

Ministerial advisers who are civil servants may not engage in any activity tending to impair their usefulness as public servants or which conflicts with the particular duties on which they are employed. Subject to that rule they are entitled to be paid for any other work they do which does not involve the use of official time.
