asked the Secretary of State for the Environment if he can now say what his policy is concerning the cost yardstick as it applies to Yorkshire.

As indicated in paragraph 17 of Circular 70/74, we are reviewing the cost yardstick system. Meanwhile the present arrangements under which additional allowances are given by the Department, where appropriate and necessary, to take account of local market conditions are being operated as flexibly and as speedily as possible throughout the country. I am anxious that local authority housing programmes should not be subjected to unnecessary delays.
