asked the Secretary of State for Industry whether he will take steps to reduce the export of waste paper from the United Kingdom.

Mr. Meacher

Prohibition of exports to other member States of the EEC is contrary to Community law. I do not consider that the current temporary shortage of waste paper justifies the Government seeking a special derogation from this principle. Nor do I believe that the relatively marginal gain in waste paper that would accrue from an export ban warrants the risk of retaliation.
