§ Mr. MeacherProhibition of exports to other member States of the EEC is contrary to Community law. I do not consider that the current temporary shortage of waste paper justifies the Government seeking a special derogation from this principle. Nor do I believe that the relatively marginal gain in waste paper that would accrue from an export ban warrants the risk of retaliation.
