asked the Secretary of State for Scotland what are the respective rôles of the Scottish Office and the Department of Energy in planning the number of refinery and oil platform building sites to be permitted in Scotland.

Mr. Millan

Assessment of the overall demand for additional refinery capacity and oil production platform sites is a matter for the Department of Energy. The Scottish Office is responsible for land use planning questions arising from proposals for such developments. There is close liaison between the two Departments.
