asked the Secretary of State for the Environment whether he will extend the time from the end of September 1974 to September 1975 for councils and authorities to submit their additional views on the questions connected with proposals for allocating responsibility for the exercise of governmental functions from Parliament and the central Government, with particular reference to the four schemes which have application in the regions in England.

By the end of September 1974 three months will have elapsed since the date when comments were formally invited and nearly 12 months since publication of the Kilbrandon Report. I hope it will be possible for those bodies wishing to comment to do so by then.
