Mr. Bates

asked the Chancellor of the Exchequer what was the total cost of local authority expenditure which was met by (a) domestic ratepayers, (b) non-domestic ratepayers, and (c) Government grants, in the latest year for which figures are available; and what would be the required increase in the standard rate of income tax if that part met by domestic ratepayers were instead to be met by the national Exchequer.

The estimated outturn figures for the United Kingdom in 1973–74 are: (a) £1,200 million; (b) £1,491 million; (c) £3,826 million.

The increase in the basic rate of income tax required to produce extra revenue of £1,200 million would be about 4p.
