asked the Secretary of State for Employment what action he proposes over the issue of a pay restriction order to Trans-European Pallet Services (GB) Ltd.

My right hon. Friend believes that the views of the Industrial Arbitration Board must be taken fully into account. Since the normal procedures laid down in the Terms and Conditions of Employment Act 1959 cannot be used because the trade union concerned is not registered under the Industrial Relations Act 1971, my right hon. Friend proposes to refer the matter to the board for advice under Section 2(3) of the Industrial Courts Act 1919 and, having consulted the Pay Board, to make use of his consent powers to override the pay restriction order until the Industrial Arbitration Board has tendered its advice.
