§ Mr. Grimondasked the Secretary of State for Scotland if local authorities can authorise the preliminary steps needed for the establishment of the new community councils at the same time as the new regional and island authorities take over.
§ Mr. William RossAlthough there is no statutory bar to taking preliminary action now, I strongly advise district and islands councils to await the guidance which they have been promised within the next few months.
