asked the Secretary of State for the Environment whether he will take steps to ensure that new building projects in the public sector are planned for greater efficiency in the use of energy, including provision for adequate thermal insulation and the construction, where suitable, of on-site power generation in order to obtain higher thermal efficiency.

Mr. Channon

I have already proposed that insulation standards for housing should be virtually doubled, and the Government are seeking powers in Part III of the Health and Safety at Work Bill to impose requirements for thermal insulation in non-domestic buildings as well. On-site power generation is considered by my Department in appropriate cases.
