asked the Secretary of State for the Environment if he will set out in tabular form a list of the various steps taken by his Department before approvals are normally given to projects requiring a modification of yardstick requirements.

It is desirable that, wherever possible, a housing cost yardstick should be determined for a housing scheme at the layout stage of its planning. The local authority is then free to go ahead and to accept a tender if it does not exceed the determined yardstick by more than 10 per cent. If new factors emerge, it is for the local authority to seek a revision of any previously assessed yardstick and to support its case with relevant details, e.g. bills of quantities.
