asked the Secretary of State for the Environment how many persons hold a British driving licence; and what proportion this represents of the population eligible for testing.

Anyone over 16 years old is eligible to apply for a driving licence. With the exception of some foreign licence holders, anyone who does not already hold or have entitlement to a full driving licence must take out a provisional licence and pass a driving test before obtaining a full licence. 20.3 million people, about half the eligible population, hold current British driving licences, of whom 2.75 million have provisional licences only.
