Mr. Wiggin

asked the Secretary of State for the Environment what consideration he has given to insisting upon dual controls in cars that are being used for driving instruction; and whether this should be necessary for registered instructors as well as for private individuals.

Mr. Carmichael

The advantages of dual controls should not be overstressed: the quality of instruction suffers if too much reliance is placed on them. On the other hand, I have no evidence that cars used for tuition without such controls are a particular source of danger.

Mr. Wiggin

asked the Secretary of State for the Environment what progress is being made in harmonising driving tests and the supervision of driving instructors within the EEC.

Mr. Carmichael

I am not aware of any proposals to this effect.
