Mr. Pattie

asked the Secretary of State for Education and Science what is the present number of full-time qualified youth and community workers currently in post in the education service in England and Wales; how this figure compares with the manpower targets set for youth workers and community centre wardens by the Department of Education and Science and local authorities after the Albemarle Report; how many vacancies there are at present for qualified youth and community workers; and how many posts are filled by unqualified workers.

There were 2,472 full-time qualified workers and 513 full-time unqualified workers in post in England and Wales on 31st December 1973, the latest date for which information is available. Vacancies and new posts forecast for 1974 totalled 700. The Albemarle Report recommended in 1958 that numbers of full-time workers should be increased to 1,300 by 1966. Manpower targets have not subsequently been set.
