asked the Secretary of State for the Environment whether he will give an estimate of what will be the additional building cost per house to comply with the proposed new thermal insulation standards; and what will be the annual saving in fuel costs to the householder.

Mr. Kaufman

The additional building cost will vary with the size of the house, the type of structure and material chosen and other circumstances, but I do not expect it normally to make a significant addition to the capital cost of a house. For annual savings to the householder, I would refer the right hon. and learned Member to my hon. Friend's answer to the hon. Member for Derbyshire, South-East (Mr. Rost) on Wednesday 18th December 1974.—[Vol. 883, c. 443–4.]

asked the Secretary of State for the Environment whether he is satisfied that there are adequate supplies of suitable lightweight building blocks available so that the proposed new thermal insulation standards may be achieved without undue effect on the cost of new houses or the use of techniques which may give rise to damp penetration.

Mr. Kaufman

I am satisfied that there are sufficient supplies of suitable building materials available to meet the new thermal insulation standards.
