HC Deb 19 December 1974 vol 883 c529W
48. Mr. Alison

asked the Secretary of State for Social Services if she is satisfied that adequate secure accommodation exists in local authority community homes in Yorkshire to prevent children from being remanded in penal establishments.

Dr. Owen

No. While children under 14 cannot be remanded to a Prison Department establishment I greatly regret that no community home in Yorkshire has accommodation for young people between 14 and 17 who need security over the period of a remand. The local authorities concerned are revising their regional plan for community homes, and I shall give the highest priority to any viable project for this purpose that they put forward.
