asked the Secretary of State for the Environment if, in view of the difficulties faced by local authorities such as Salford in providing facilities for indoor and outdoor recreation for youth, he will consider giving special grants to assist local authorities in overcoming their problems.

Grants for the provision of facilities for sport and physical recreation, both indoor and outdoor, are the responsibility of the Sports Council, having regard to any general statements of Government policy. In addition, limited financial assistance is available under the urban programme for a wide range of projects, including recreational schemes, for areas of special social need. I am currently considering the issue of policy guidance to the Sports Council with reference to my proposed youth sports programme, and will take account of the difficulties to which my hon. Friend refers.
