asked the Secretary of State for the Environment if he will issue a circular to local authorities advising them that the maximum permitted density of people in dwelling-houses and flats be restricted to no more than 100 persons per acre.

While general advice about densities is given to local authorities from time to time, it would not be desirable to try to specify a precise density limit. Even high blocks of flats can, in appropriate circumstances, provide satisfactory accommodation for some people. They are not, however, satisfactory for families with children, and I am glad to say that the number being built by local authorities has declined markedly over recent years.
