asked the Secretary of State for the Environment if he will introduce legislation to ensure that motor-cycle safety helmets which do not have a securely strapped chin cup, details of which appeared in the Press Notice No. 84 of 12th February 1974, Road Safety Liaison Letter No. 129 of 22nd February 1974, are not offered for sale.

Yes. I have made regulations which provide that all helmets sold for use by motor cyclists from 1st March next should comply with revised British Standards requiring that chin cups, if used, shall be secured by means of a secondary strap provided for that purpose.
