asked the Secretary of State for the Home Department what was the nature of the advice he received, prior to 25th November, from the police which led him to conclude that it would be impracticable to prohibit the collection of funds for the IRA; and what considerations led him to change his policy on this matter.

It was necessary to proscribe the IRA before the collection of funds could be prohibited, and the considerations which led to proscription were fully set out during the passage of the Prevention of Terrorism (Temporary Provisions) Act 1974.
