asked the Secretary of State for the Environment whether, in view of public concern over redevelopment schemes under Part V of the Housing Act 1957, particularly those which involve the destruction of good housing, he will issue a circular to local authorities advising them to place greater emphasis on rehabilitation and preservation of existing communities.

My Department is currently carrying out consultations on two important circulars which we hope to publish shortly and which will deal with the provisions of the Housing Act 1974 relating to older dwellings. The circulars will encourage local authorities to adopt a housing policy of flexible, co-ordinated and continuous renewal of their housing stock in ways in which seek to avoid the disruption of established communities.
