asked the Secretary of State for Energy what considerations led him to choose 68°F. as the maximum temperature to which public buildings are to be heated.

The maximum heating level of 68 deg. F will apply to all buildings other than living accommodation, subject to a limited range of exemptions. Factors which influenced my choice of temperature included the need to provide a reasonable margin above the statutory minimum level for places of work; the desirability of striking a balance between excessive heating levels and unnecessary misery; and the variation in the temperature at which individuals feel discomfort. A mandatory upper limit of 68 deg. F in no way precludes the adoption of lower temperatures.
