asked the Minister of Agriculture, Fisheries and Food whether he will seek to have discussions with countries which export birds and animals destined for pet shops, with the aim of establishing an international convention governing the conditions under which they are transported.

Negotiations of this type would be unlikely to result in an early improvement in the conditions under which animals are transported. More positive steps have already been taken as indicated by my hon. Friend the Undersecretary of State for Trade in his reply to the hon. Member for Worthing (Mr. Higgins) on 3rd December.—[Vol. 882, c. 468.]
