§ Mr. HattersleyIt would not be appropriate to provide public funds for publicity either for or against membership of the European Communities while we are renegotiating the terms of entry. The grants to the British Council of the European Movement and to the European Educational Research Trust are made to support exchange programmes with countries of Western Europe.
