Mr. Cledwyn Hughes

asked the Secretary of State for Wales how much rate support grant will be paid in Gwynedd under the sparsity and super-sparsity factors in 1974–75; and if he will estimate the amount for 1975–76.

Mr. John Morris

It is estimated that in 1974–75 Gwynedd will receive under the original rate support grant settlement nearly £3 million as a result of the sparsity factors in the needs element formula. Provisional estimates suggest that the comparable figure for 1975–76 will be a little higher than this.

asked the Secretary of State for Wales what is the total payment in Gwynedd under the needs and resources elements of rate support grant in 1974–75; and if he will estimate the amount for 1975–76.

It is estimated that in 1974–75 Gwynedd will receive £17.2 million from the needs and resources elements under the original rate support grant settlement for the year. Only very provisional figures are available at this stage for 1975-76. The resources element in particular will depend on decisions still to be taken by local authorities themselves, but local authorities will very shortly be given details of the formula and relevant data enabling them to make their own assessments. Like all other local authorities, those in Gwynedd will receive a very substantial increase in grant next year.
