136Wof the Airports Authority Act 1965 as amended, be required to finance schemes providing for grants to assist in the insulation of dwellings within a specified area against aircraft noise. Such schemes are already in operation at Heathrow and Gatwick. At airports which have not been so designated, noise abatement measures, including arrangements for noise insulation where they are justified, are primarily matters for the airport authorities concerned. For example, noise insulation schemes have been introduced and are financed by the local authorities which own and operate the airports at Luton and Manchester. My Department maintains a close interest in the noise situation around airports, including those in Scotland operated by the British Airports Authority.
