Mr. Ralph Howell

asked the Secretary of State for Employment if he will take steps to discover the causes and characteristics of unemployment in the under-20 and 20-24 age-groups, in view of the increase in the incidence of unemployment among these groups to which attention has been drawn in the recent report on unemployment and manpower policies by the Manpower Services Commission.

Most people in the 16-24 age group find work without undue delay. The main difficulty in obtaining jobs is experienced by particular groups of physically or socially disadvantaged young people, for whom appropriate kinds of career advice, training or other assistance are either already available or being planned.
