asked the Prime Minister to whom Questions about the Government's policy on devolution should be addressed.

Such Questions should normally be addressed to my right hon. Friend the Lord President of the Council. Where they specifically relate to Scotland, Wales or England they should be addressed to the appropriate Secretary of State, if they are primarily directed to the present departmental responsibilities of the relevant Secretary of State or deal with the physical implementation of devolution such as the location of and accommodation for the Scottish and Welsh assemblies.
