asked the Secretary of State for the Home Department which Minister is responsible to Parliament for those functions of the Charity Commissioners which are not quasi-judicial, such as the keeping of the Register of Charities.

My right hon. Friend is answerable to Parliament for the overall administration of the Charity Commission as a public department, although he has no responsibility for the day to day work of the commissioners. The decisions of the commissioners, including those relating to the Register of Charities, are subject to review by the courts and not by Ministers.
