§ Mr. MulleyThis experimental system was designed with land frontiers in mind. Attempts to extend it to the enlarged Community have revealed serious deficiencies, particularly where a sea crossing is involved. I do not propose to agree to the adoption of a regulation continuing the system unless United Kingdom traffic is excluded.
