§ Mr. Joel BarnettProvision was made in the Budget Statement and the supplementary Financial Statement and Budget Report for these additions to the rate support grant. The borrowing requirement of the public sector as a whole is not affected; any increase in the central Government borrowing requirement is offset by a corresponding reduction in local authorities' borrowing.
