§ Sir B. Rhys Williamsasked the Secretary of State for Social Services (1) if it is her policy to end the exaction of flat-rate contributions to the national insurance system from employed workers;
(2) if she will end the exaction of flat-rate contributions to the national insurance system from the self-employed;
(3) if it is her policy to introduce flat-rate benefits in return for earnings-related contributions.
