Mr. Tom Ellis

asked the Secretary of State for Wales what instructions he has given regarding arrangements for liaison between the National Health Service in Wales and the local authority social services.

Mr. John Morris

In February 1974 guidance was issued to health authorities in Wales requesting them to establish in their areas two joint consultative committees, one with the matching county council, for social services, education and and current expenditure on the health service in Wales in each of the years 1960, 1965, 1970 and 1973;

(2) what proportion of the capital expenditure on the health service in Wales in each of the years 1960, 1965, 1970 and 1973, was spent on (a) the hospital service, (b) the general practitioner service, and (c) the health services administered by local authorities;

(3) what proportion of the current, non-capital expenditure on the health service in Wales in each of the years 1960, 1965, 1970 and 1973 was spent on (a) the hospital service, (b) the general practitioner service, and (c) the health services administered by local authorities.

Mr. John Morris

The information is set out below. It is available only on a financial year basis; the figures for 1973–74 are estimates. Capital expenditure on general practitioner services is negligible. Capital expenditure on local authority health services was financed mainly by loans, the cost of servicing and repayment of which is included in the figure of current expenditure by local authorities. The value of loans raised by local authorities in any one year for capital schemes relating to health services is not available.

other county services; and the other with all the related district councils, for environmental health, housing and other functions. Authorities are acting upon this advice.
