asked Her Majesty's Government:

In view of the need to conserve energy, whether they intend to upgrade the requirements for factory insulation made under the Thermal Insulation (Industrial Buildings) Act 1957; and why the Act has only been implemented as far as factory roofs are concerned.

The Government are considering what changes should be made in factory insulation standards, but it will be some time before we shall be able to come to a conclusion. Existing standards, which came into force in 1959, reflected the circumstances prevailing at that time.
