§ Mr. Geoffrey Finsbergasked the Secretary of State for the Environment if he will now include the provision of thermal insulation as qualifying for a standard improvement grant in order to achieve energy savings in the national interest.
§ Mr. ChannonStandard grant is for the provision of basic necessities only, but thermal insulation may at the discretion of the local authority be grant-aided, within normal limits, as part of the overall improvement of older dwellings.
