Mr. Prescott

asked the Secretary of State for Trade and Industry what representations he has received concerning his decision to delegate some of the Marine Surveyor's work to Lloyd's Register.

Mr. Onslow

Letters from the Radio and Electronic Officers Union and the Mercantile Marine Service Association in July and a report from the British Seafarers Joint Council at the end of October.

Mr. Prescott

asked the Secretary of State for Trade and Industry if he will publish the cost-effectiveness studies carried out by his Department into the work of the Marine Surveyor.

Comprehensive cost-effectiveness studies of safety agencies such as marine survey are difficult and long-term. Papers on specific aspects will be published where appropriate as the studies progress: one on The Cost of Ships' Time is now being prepared for publication and a comparison of costs and benefits of lifeboats and life rafts was published in the January 1973 edition ofThe Naval Architect.
