§ Mr. Deakinsasked the Secretary of State for Foreign and Commonwealth Affairs if, in the explanatory statements on EEC draft instruments, he will ensure that it is made clear whether a proposed instrument providing for the harmonisation of laws is one stemming directly from the EEC treaty, or is one in respect of harmonisation not directly affecting the establishment or functioning of the EEC.
§ Mr. John DaviesI see no need to do so, since Members who are interested in this distinction can always ascertain it from the preamble of the instrument itself.
