asked Her Majesty's Government:

Whether, in view of the loss alleged to have been incurred by Lloyds, by the blowing up on July 24 of the jumbo-jet by terrorists in Libya, they will seek international agreement to secure that any country harbouring the perpetrators of such a crime will be called upon to repay financial loss in addition to incurring the penalty of being deprived of air services.

It is clear from the work undertaken by the Legal Committee of ICAO in preparation for the Special Assembly and Diplomatic Conference which begins in Rome on August 28 that forms of sanctions not imposed by the United Nations Security Council or provided for by the Chicago Convention as it now stands would not find general acceptance among the Member States. It would therefore not be practical to attempt to introduce the question of financial compensation into the discussions at the Rome meeting.
