HC Deb 24 July 1973 vol 860 cc397-8W
Mr. Spriggs

asked the Secretary of State for Foreign and Commonwealth Affairs if he will seek to obtain and publish details of whether each of the member countries of the EEC was offered 150 jobs with the EEC; and whether the salary levels as advertised in the United Kingdom for the same kind of employment are the same level in all other EEC countries.

Mr. Kenneth Baker

I have been asked to reply.

The current recruitment campaigns by the institutions of the European Communities are generally limited to nationals of the new member States; the appointments are mainly in Brussels and in Luxembourg. The levels of basic salary of Community officials are uniform, irrespective of the institution in which they serve or the place where they work. Net emoluments are adjusted by means of "correcting coefficients" to take account of the cost of living in the various countries of employment. The current figures for these coefficients are published in the Official Journal of the European Communities dated 19th May 1973 (L 132) a copy of which is in the Library.

Mr. Spriggs

asked the Secretary of State for Foreign and Commonwealth Affairs if he will seek to obtain and publish details of which body is responsible for fixing the level of salaries for typists employed by the EEC from the United Kingdom; who decides the rates of pay for typists and other like employees employed by the EEC; and what part Her Majesty's Government play in determining these salary levels.

Mr. Kenneth Baker

I have been asked to reply.

The Council of Minister is responsible for fixing the salaries of all grades of EEC employees, including typists, irrespective of their country of origin. The pay rates in question, and the procedures by which they are determined, predate United Kingdom accession to the Communities. Since entry the United Kingdom Government have participated fully at all levels in deliberations about staff salaries.

Mr. Spriggs

asked the Secretary of State for Foreign and Commonwealth Affairs if he will seek to obtain and publish figures of salaries paid by the EEC for each type of employment, including each grade of typist, shorthand-writers, interpreters and clerks of all grades, including parliamentary clerks.

Mr. Kenneth Baker

I have been asked to reply.

The latest tables of basic salaries for Community officials were published in Regulation (ECSC, EEC, Euratom) 2647/72 dated 12th December 1972. The regulation is reproduced in the Official Journal of the European Communities, Special Edition 1972 (9–28 December) a copy of which is in the Library.

Interpreters are graded from LA3 to LA8, and clerks and typists in the "C" category.
