Dr. Bennettasked the Secretary of State for the Home Department (1) in what districts of London the Federal Republic of Nigeria's representatives have principally amassed the 1,637 parking notices which they have repudiated in the six months ended 30th April; what direct representations are made to the individuals concerned; what have been the results; and what are the names or car registration numbers of those principally involved, together with their individual scores;
(2) how long the representatives in London of the Federal Republic of Nigeria have been the most persistent among the diplomatic missions in London in incurring and repudiating parking penalties.

§ Mr. CarlisleAccording to police records, of the fixed penalty notices cancelled on grounds of diplomatic immunity in respect of the Nigerian High Commission the great majority were issued in the vicinity of premises occupied by the High Commission in Northumberland Avenue, W.C.2, and Great Portland Street, W.1. Police records do not enable us to identify the individuals concerned, and I do not consider that the work involved in extracting and listing the registration numbers of the vehicles principally concerned would be justified. The question of representations is a matter for my right hon. Friend the Foreign and Commonwealth Secretary. The number of fixed penalty notices cancelled on grounds of diplomatic immunity was higher for the Nigerian High Commission than for any other mission in four of the six years 1967 to 1972.
