asked the Secretary of State for the Environment if he is satisfied with the provision of public lavatory accommodation for handicapped people in wheelchairs; and if he will initiate a review of the matter by local authorities with a view to increasing the provision and improving the siting thereof.

I have no reason to suppose local authorities are not carrying out their obligations on this matter under Section 5 of the Chronically Sick and Disabled Persons Act 1970. The Central Council for the Disabled has recently surveyed the position and produced a booklet "Access to Public Conveniences—a Handbook for the Disabled Person".

I doubt whether a review initiated by central Government at this stage would achieve any greater degree of progress, but I will certainly keep this matter under review.
