asked Her Majesty's Government:

Whether permission has been asked for and received from Her Majesty's Government and other North Sea States for the Russian ship "Andromeda" to conduct research into oil pollution from oil rigs on the bed of the North Sea.

I cannot answer for other North Sea States. No such permission has been requested from Her Majesty's Government, nor have Her Majesty's Government any reason to believe that research requiring such permission is being undertaken.
