Mr. David Mitchell

asked the Secretary of State for the Environment whether he is aware of the continuing delay in the commencement of construction of the Whitchurch (Hampshire) bypass, and of the difficulties for both drivers of heavy goods vehicles and local residents caused by the use of this village street as the main route from the industrial Midlands to Southampton Docks, particularly by container traffic; whether he is aware of the danger to persons and property occasioned by continuing delay, the additional costs which delay generates, and the concern in the town; and whether he is now able to announce the commencing date for construction work.

I am aware of the traffic conditions on the road through the village. As I told my hon. Friend in my letter of 19th June, tenders have been invited, and I hope work can start about the end of September.
