asked the Secretary of State for the Home Department if he will confirm that his stated policy not to have second-class citizens in Great Britain includes both the grounds of race and sex; and if he will state what is the effect of this policy in defining the head of the household of immigrants legally settled here.

Yes, but different treatment for men and women may be warranted in situations where the circumstances, needs and capabilities of women are different from those of men. Definition of the term "head of household" has no relevance in relation to immigrants legally settled here.
